On i18n sites, unknown URLs show the not found page in the language of their prefix, like cn for /cn/missing, instead of the default language. Outside static mode, it is rendered on request. Static sites keep one 404.html in the default language.

The pages at /{lang}/404 are removed: Waku never served them for unknown URLs, and they now get the not found page with a 404 status like any other unknown URL.
